Pull the fuse for the horn, then try to push down on all corners until it seats, replace fuse. Mine was sort of popped off in one corner when I bought my car.

You can "unhook" the pad if it's already disconnected in one or more corners. There's a warning in the FSM about damaging the pad, but if it's loose already what is there to lose?
