Yes, and yes. As far as transmission goes, just make sure it actually shifts from 1-4 as designed - and yes, it is supposed to start out in 1st, despite what some say here. Also, I would replace primary and secondary fuel filters and check the air filter. If she still no go, look at the tank screen for restriction. Did this suddenly come about? My 85SD has the ALDA removed, waste gate adjusted and boosting at 13psi. Maaaannn what a difference that made! You may want to check boost. I bought a sunpro gauge at Advance for 25-30 bucks. I was surprised to find out it only boosted 8 psi starting out. I think your car may have a KKK K26 turbo, so if it is, you can adjust the waste gate. Do the filtration items above first, in addition to valve adjustment, though.
