Without a better idea I'll try: get a 13mm ratcheting box, bolt the bracket to the engine block, when the ip is in there use the ratcheding box to start the locking bolt.... adding friction by applying pressure on the bolt head/tool from behind with a screwdriver or what have you to get the ratchet action going.

I believe you are correct. It's not possible to start the bolt with the filter housing in place. Some folks have done some real creative approaches like holding the bolt in place with some wax or some such material............but, for those who install and remove it regularly, I'm sure they don't reattach that bolt.
