intelligence or capability is not a social or racial trait, you would find that any country who decides to train an army will find in its population charasmatic, capable and intelligent leadership among its own people. any advantage would come from the number trained and the pool from which to draw officers and men, werein those countries with large populations and the programs to search and train military officers would have a decided advantage. Germany did well in WWII because of training starting very young with brown shirts and the governements will to raise a large force. once other countries caught up, they were not so smart.....
