Yes. BLUF:
1. The Sahel treaties between the US European Command, aka US portion of NATO, the US African Command (AFRICOM) and the countries of France, Mali, mauritania, Algeria, Morocco, and Tunisia.

That help reduced them so much the GSPC had to go to bin Laden for aid after spurning him in the 1990s, when they had different goals from al Qaeda.
