I believe that's a bit misleading in regards to China. They have been understating defense spending for years. The PLA is involved in just about every business in China, so its quite easy for them to understate it.

Realistically I think China is probably at 1/2 to 1/3 of what we spend.

If you want to be a big player you have to pay.
