Its NY- of course they are sucking up the OT!
The real OT comes when they start picking up the garbage after the snow removal.
After living there for 15 years I never did figure out why they dont suspend onstreet parking during snow storms. If you can afford a car in NY, you can afford a days worth of parking while the streets are cleared.
