OK, as long as the potential gun owner is willing to pay the several $1000 required to perform that screening. I am subject to "real" background checks, it is not a cheap process. A certainly don't want my tax money used every time someone else decides they want to buy a gun.
Well, there are plenty of unregistered guns on the streets, they all came from someplace so I assume that someone was being "irresponsible" with their weapons.
