The #1 cause of this type of failure #3 & #9 fuse on W116) is a shorted A/C low pressure cutoff switch on the drier. It will short even if the A/C system is discharged AND the compressor clutch is unhooked.
Unhook the two wires at the A/C low pressure switch on the drier and retest....Robert
