Here is the question. Lets say I let you "opt-out". So you keep your money. Well, what happens when you have "buyer's remorse"? IOW, what happens when you find you have zero dollars? Americans tend to be squeamish about letting people suffer for their mistakes and hence we don't have a learning thing going on here. I agree that watching you starve is a great motivator but how many of us have the stomach for it? In simple terms, will you be "bailed out" when you have no money and nothing saved or will you be left to your devices?
