1 - 20* in either direction could cause interference
2 - yes, but you may have a bit of work to do. Try to spend the time diagnosing, not throwing parts at it.
3 - probably. It is highly unlikely that the IP timing gear skipped teeth on the chain
[on the right side of the IP timer there is a pin. If it is in place, the chain could not have slipped unless a set of teeth on the timer are broken]
