If it's as rare as stated above and just needs cosmetics it might be a better idea to just get it roadworthy. Research "Historic Preservation of Original Features" HPOF with the AACA. Rare, original cars are commanding top dollar. Remember you can restore a car over and over but it's only orginal ONCE. Also a poorly done restoration will cost you more in the long run. I would get it running, clean it up and show it as it is. Serious enthusiest's will appreciate it more than a trailer queen.
