None of the symptoms presented implicate the primer pump. Unless it is obstructed, the primer pump cannot fail to operate unless it leaks profusely. Most certainly, the primer pump cannot cause the fuel pump to fail without a corresponding massive leak.

On the other hand, a stuck suction valve in the fuel pump will affect both the fuel pump and the primer pump. Both use the same set of valves.
