Cats will do as they please unless your neighbor locks it up. An older cat used to roaming? I'd start with a squirt gun/super soaker full of water or a hose if its handy. Squirt gun/supersoaker full of vinegar would be next, and if the dumb animal still is dumb, an Airsoft pistol with biodegradeable BB's (yeah, stealthy).

I've got a local dog that likes to *rap in our dogless yard and we are at the airsoft sniper rifle stage.

Of course, you could offer to get the beast fixed.
