It's not the teacher's fault -- they obey administrators.

It's not the administrators fault, they obey the school board.

It's not the school board's fault, they try to follow state and federal guidelines on a budget inadequate to the job.

It's not the state and fed's fault because they follow the laws established by the legislature and Congress.

It's really the taxpayer's fault for demanding more of teachers than they are capable of providing, no matter how large a budget they might have.

Education begins and ends at home -- schools provide an illusion of learning. Kids who have no academic educational experience at home will learn other systems of education. No matter how much money we throw at it. Kids who live in a family that places importance on education will learn DESPITE schools. There is no simple, one-size-fits-all solution.
