The fact that Sheriff Joe is campaigning out of state for somebody else, while Maricopa County has 90 unsolved murders is just more proof that he's a publicity seeking blowhard and not much else.
A very large percentage of the people in his lockup are awaiting trial. They haven't been convicted of anything, and yet are subjected to the same treatment as his convicts.
