I find it easier to bolt the head down first. The cam tower bolts go into soft threads which are easily stripped out. Having the head immobile on the block allows you better finesse when tightening those bolts.

Torque is either 16 or 18 ft/lbs, I don't recall ATM. I set my torque wrench and carefully feel as lightly torqing and quit if any feel as if they are beginning to pull the threads. If any feel really soft, plan to put heli-coils in all 4 as unbolting and rebolting a tower usually will get the ones that held torque when the first one failed.
