If Klima is getting bad data from the tach or if Klima itself is damaged, it can think that engine RPM is close to maximum and will prevent kickdown from working. For kickdown to work, the kickdown switch, Klima and all its inputs, and the solenoid valve in the transmission must all be working correctly.

Thanks that will help. I checked the switch itself, the peddle was not even making contact with it, seems one of the tabs that holds it in place is missing. I raised it up a little using a couple quarters so it would make contact, but still not working. The switch itself looks cheap enough so I might as well get one and start from there.
