The difference is in the hole. In the set I used, they all, at first glance appeared the same, all brown.
But half have bigger diameter holes for the bigger dia EX valve stems and half have the smaller diameter for the IN valve stems. You might have put some or quite possibly all the bigger dia. ones on the intake valves. They will leak, not being tight enough to seal......
