The weather here lately has been exceptionally dreary, exceptionally. I don't have the stats for Seattle, but this is Portland's fifth wettest winter on record and the latest on record in getting to 60 degrees. Fortunately I'll be taking a brief hiatus from this gloomy weather when I leave for Austin this Friday. I see the UW tour groups all the time, I think the campus shows really well to newcomers; it is a nice campus (in spite of the constant construction). Good luck to your daughter in her decision.
