You are correct! Sometimes after machine work the "BASE" height of the lifter elements might be too tight & therefore need re-adjustment.
THIS is a very time consuming job. You need a special "european" version manual valve adjusting rocker arm & lots of time.
IF you have a compression problem then order & replace all of the lifter shims both above the lifter & below the lifter with the thinnest ones.
