Sometimes when I run the right electric seat against the dashboard, the seat belt fastener goes "click clack click clack" (makes this sound), and it sort of jumpes up and down. In some cases it prevents the seat from moving. If I lift the seat belt fastener up, the seat can continue.
This won't happen if a passenger is sitting in the seat, because the seat belt will lift the latch mechanism (fastener) a bit up.

Any ideas?
