Beagle might be thinking of the trans brakes drag racers sometimes use. They tend to use some kind of hydraulic modification to lock the trans in forward and reverse simultaneously while the driver holds down a button. The idea is to be able to go to wide open throttle without the car moving, then let go of the button when the light turns green for an instant full-throttle launch.
You wouldn't use this for a park brake because the hydraulic pressure won't stay up once the engine is off.
