what's wrong with your hinges? the 123/126 hood support springs are pretty robust. did rust kill them?
anyway, the power steering belt is not under much load, like the alt belts are. as long as the belt is good, and you have it close to tight, it should stay in position.
if your motor mounts are bad, you can damage your oil cooler lines with the power steering belt, so be sure and check that.
