On my '99, I drilled the rivets out of the pulley and replaced the bearing with Grainger 6L025, NTN 6203LLBC3/5C for $9. Rivets were replaced with 5mm bolts and Nylock nuts facing out. The tool is a TORX E12 which fits the detensioning stud and the 2 bolt heads. Pull the lower bolt before removing the belt as the detensioned pulley will obscure it. There is a hole and ledge that matches when fully tensioned to hold it but it is underneath and found by feel or crawling under the vehicle.
Pully was not available; replacement assemblies cost $150 at local auto parts and had plastic pullies. I was waiting on my order when I disassebled and found a number to feed into the Grainger search engine. Incidentally, this 40mm x 17mm x 12mm ball bearing is sealed not just shielded like the original.
