My Dad still has his 71 280SE, and he had to replace the turn signal stalk many years ago, but I don't think that is your problem. Although I resoved a similar situation on my 73 VW, and it WAS the turn signal stalk!
Try posting this in the "Vintage" forum...most of us here have "later" models, so not too familiar with the working of one like yours.
