They are essentially plugs for emergency drain holes.

In an ideal world they should stop muck / water / ming from getting into the hollow sections of the chassis. If the hollow sections get full of muck / water / ming then you have a way of getting it out. You can also check the internal structure of the chassis by removing these bungs and if necessary add in some nice cavity spray to stop the inevitable oxidisation...
