part of the problem, IMHO, is that we have not gone after enough foreign sources bringing drugs into the country. Since it is a national security issue, lets put some of the gee whiz weapons and resources our military has at hand and take out a
LOT of these scum. Make it hard enough, they will stop, and the gene pool will be improved.
