Within the organization, the police use military titles, i.e. "lieutenant", "captain", etc. In addition, police cars are sometimes referred to as "cruisers", a maritime term used to refer to a type of war ship. They are called "POLice" because they are "POLicy enforcers" who enforce "public policy" as dictated by "policy makers" known as "legislators".

Policy makers are known to change their minds mid stream which means that "Public Policy" is in a constant state of flux or change. Don't like today's "policies"? Don't worry, tomorrow the "policy makers" will change their minds.......again.
