Almost the entire system is in the instrument cluster, as far as keeping track of the time since last reset and miles, it does take in info from the engine control module for the "type" of driving that has been done (makes the interval longer if it has been mostly highway miles and shorter if it has been mostly city driving, although it's all way more complex than that. The time element stays the same, all preset and also a dealer can change the time element, I want to say 2 yrs is the factory preset on time).
