Unfortunately Brandon, I'm afraid so. My friends have struggled with this for some time now. The phone companies are really apt to use bridges to bunch large amounts of phone lines running back to the central office. This degrades severely on performance. They are definitely present in newer homes.
My parents home was built in the early 1900's -- they can get connections up to 53k. Usually around 50-51 though.
