Maybe it's a matter of incrementalism. The next step may very well be to give them legal status upon graduation, once again side-stepping the proper channels to receive citizenship.

That same "dream act" was passed by the MD General Assembly. However, due to a major petition drive, it was not signed into law, and will appear on the next MD General Election Ballot, which happens to be the Presidential election. This represents a blot on Gov. Martin O'Malley's Presidential aspirations. We may have saved the country from a disaster.
