There is 2 Fuses that control 4 Windows and one Fuse that is connected to other things and the Power Window Relay. If the one that goes to the Relay is no good none of the Fuses will work.

If the Fuses are good, the Battery is charged, all the wiring is connected properly and the Key is in the correct Position the Power Windows should work.
If they do not I would suspect the Ignition Switch or the mechanism inside the Steering Wheel Lock that turns the Ignition Switch.
