Their is a reason that cities don't like rentals, it kills property values and said inhabitants have no stake in the community and don't care.

In my city getting rid of rentals is the P&Z boards favorite hobby.

I also argue that everyone even if they make $1 a year should pay income tax.

If you have a stake$$$ in something you tend to take care of it. People like free money out of the pot, but when its their money they tend to be less free with it.
