What I didn't hear is the "or else" part. I want to see what she will do if she fails to do it. And also I would like to hear more details. The devil, as they say, is in the details. If she does it like what Congress does, I agree it is achievable. OTOH, if she were to do it honestly by somehow making sure the Shale oil lowers the oil cost because they got the technology from a space faring race, maybe.
