questions on 300d turbo

Just got off the phone with a guy selling a 1983 300d turbo with 174k. He says he has owned and worked on plenty of mercedes, but in the next breath said he had plugged a vaccum line because of car not shutting off. He said that he had to forego the power locks because of this. My question is how can I tell what the extent of the vaccum problem is? What is the worst case scenario here? He says car is nice and has good ac. I think I know where to look for the rust, but am clueless with regards to the vaccum system. He says original owner always took car to the dealer, so I'm assuming I can verify this with the dealer? He says he just needs the money, but same guy just sold an '84 td last week. I think I'll get a better vibe when I meet him and look at the car, but the vaccum problem is weighing on my mind. I'll go take a look at some vaccum posts, but if anyone is out there now help is greatly appreciated. Aloha...
