The deal with the vacuum is that there is a leak in the vacuum locking system, which is causing the car to not shut off. It would be easier to cut off the vacuum to the locks, then to fix the leak. The car is ok the way it is for now, but to repair it could be expensive if taken to a mechanic, but if you do it yourself it would be way less.
