Are you asking about the overboost control valve?
Is this really called the switch-over valve?

I am not sure if the orientation is that critical with regard to the lines.
I do know that it is critical to have the electrical connection in-tact,
This is the insurance that the engine will not overspeed on turbo boost.
I will check on one of mine today and re-post.
I know that on the overboost valve, the cap is just that.
It allows the lines to vent to atmosphere.
