It's a rip off because there is no need in a school district to have a bureaucrat earning that kind of money. All the real work gets done at the individual school building which requires excellent teachers and a modicum of management from a principal. Beyond that level almost all bureaucracy becomes a necessary evil which provides no 'added value' to the school building and typically detracts from the learning that should be happening in the school building.
