Of course it would surf the web without any problems, my 1st gen netbook surfs the web, so does my phone but that isn't the question. It isn't worth the $70 trade - maybe if all the components were new (i.e. if it was brand new in the box) but certainly not after 10 years of use. FWIW I use a similar box as a media center PC, hooked up to my TV.
