The plugs glow until you release the key from the start position or the relay times out (usually about 35 seconds).

So, if you are waiting 10 seconds or so............until the light goes out.............try waiting for 30 seconds and see if the condition improves.

Additionally, have you checked for any open plugs..............two bad ones will cause starting issues on an older engine?
