But if the criteria is no program with any waste in it should be allowed most of what the government is involved with would go away.....probably all of it.

And if not working means it immediately must be defunded we would not have accomplished any number of worthwhile things.

Funding research on alternative energies seems like a pretty good idea to me.

Of course anything that involves politics ultimately ends up with folks getting contracts and so forth because of their connections rather than their qualifications.
