Yes, and these tent cities are much more problematic than in the thirties. Why? Because in the thirties people had much more pride and inherent moral value. There was not nearly the criminal element lurking through such unfortunate areas.
There is a little bit of good in everything, however, and there will be a few people that emerge from these "cities," with a toughened and determined attitude and will do well in life.
As far as loose screws, you need to walk around your own airframe with a screwdriver.
