China has no "Good Samaritan" laws. Folks have already been sued by the victims for coming to their aid, and judges have ruled that doing so automatically puts the good-doer as the original instigator of whatever caused the injury in the first place.

I'm sure those people that passed over the lifeless child wanted to stop, but thinking in the back of their minds that the mom or dad would come rushing over accusing those people of murdering the child!
