With goats you can't expect cattle or hog wiring to work. They are nimble, intelligent (for a ruminant) and determined. They are even more herd-oriented than cows or horses in that they maintain closer herd distances with a lot of grooming and touching. Use that to you advantage. Get them to acknowledge that you are the herd leader. You do this by providing for them and spending time with them. With you as the leader they will become accustomed to fences as boundaries and live by your routine. You MUST have a routine or they will freelance. Like milk cows.
