Ryan:

Replace the hand pump with the new type. Just pushes down, no need to unscrew it. Works better, and no diesel fuel on your hands.

Your starting problem is most likely the fuel leaking back into the tank from the bad hand pump.

Replace the overflow lines, too -- you will notice the increase in milage!
