I think it's pretty simple. They didn't move after being asked, and instead of facing litigation for physically moving them, the officer opted to spray them with pepper spray. Go figure in our country he gets fired for not picking them up and moving them.
If a person doesn't want to have the potential to be sprayed, beaten, arrested, etc, then they should go through the proper channels to protest. Otherwise, this happens.
Think on the bright side, he could have gone to town on them with a riot shield and bludgeon. Or a beanbag shotgun. Given the options, I'd take pepper spray.
