Not always but you can appeal. I got busted for 55 in a 25. I can appeal the decision. Same thing.
IF they felt they have a right to camp there, appeal it later. Same with lying down in the middle of the road. When pulled over, I don't argue with the cop. Sure you can try plead with him but you don't refuse to cooperate.
