Suppose you're a cat, and a dog chases you up a tree. You think you have two choices - stay in the tree until the dog leaves, or climb down and take your chances.
Problem is, there's also a squirrel in the tree - so you actually have three choices. Chase the squirrel out of the tree, then escape while the dog chases the squirrel.
It's just like the cops at UC Davis, only there's a whole bunch of squirrels, and they all have smartphones. There's also some fat lady selling lemonade for $8/glass, but that's not important right now.
