Fred Meyer (a big box store) carries them out here, in the automotive section. I've also seen them at auto parts stores. They're usually only 15 minute flares, though. I carry three or four in my trunk.
There are also electronic versions you can get now. They're longer-lasting and reusable; on the other hand you can't use them to start a campfire.
